The government has vowed to make Britain a leader in world-class skills by the year 2020 but critics are asking whether its ambitious plans for increased training and qualifications will mean more paperwork than learning.
World Class Skills - Implementing the Leitch Review of Skills in England is a direct response to the report published by Lord Leitch last December, which showed that the UK is suffering a skills deficit costing industry billions of pounds.
