Despite the best endeavours of many, it is a truth universally acknowledged that developing people is not yet at the top of the agenda of every organisation. Moreover, without overdoing the Jane Austen allusion, while the pride in human talent may be there, so also are the prejudices when it comes to paying good money for investing in learning.
So, I offer you some suggestions as to how you might argue your case a little more effectively with those who control the purse strings.
