A dismal autumn full of predictions of cuts, cuts and more cuts in public spending inevitably sparked discussion of ways to protect front-line services by targeting spending reductions elsewhere.
Proposals for a ‘bonfire of the quangos’, eliminating those judged not to be adding sufficient value, led to a spate of reports from worthy bodies recommending the demise of other organisations for cost efficiency reasons – while naturally assuming their own essential services would continue to be funded! In a rather grim period for the sector, this at least brought a little light relief but it set me thinking about how realistic such proposals are, and what the alternatives might be.
