A week, they say, is a long time in politics. And looking back on all that has happened in learning and skills in 2009, a year feels like a very long time indeed.
Two themes have dominated: money – the recession, funding gaps, black holes in budgets and the spectre of swingeing spending cuts in future – and political and structural uncertainty, including the incessant restructuring that feels increasingly like moving the deckchairs on the Titanic in the light of the coming election.
