More than 700 delegates from 70 countries explored how open and distance learning can help achieve international development and education for all, at the fifth Pan-Commonwealth Forum on Open Learning.

PCF5 was hosted in London by the Commonwealth of Learning – established by the Commonwealth as a tool for promoting access to quality education and training through open learning and distance education – in partnership with the University of London.

It had four strands: health, livelihoods, provision for children and young people, and governance, conflict and social justice.

A keynote speaker was Professor Apolo Nsibambi, prime minister of Uganda, who delivered a speech on behalf of Ugandan president Yoweri Museveni, on the role of formal and informal education in tackling development needs and attaining development goals.
