Are Level 2 qualifications important to the public sector or not? That was one of the questions put to learning and development (L&D) specialists from public sector organisations last month when they gathered in London for a one-day conference examining ways of meeting the skills challenge.
In a highly participative day, the delegates were asked by conference chairwoman Tricia Hartley, joint chief executive of the Campaign for Learning, what the issues were that they were facing in trying to meet the Leitch Report’s recommendations.
She suggested a number of issues herself, from dwindling funding to the difficulties of getting buy-in from key people, while delegates raised points such as employees speaking different languages and the frustration of the government changing its priorities too often.
