L&D practitioners urged to "step up" to challenge of organisational development

The boundaries between learning and development (L&D) and organisational development (OD) will continue to blur as learning is embedded into the way organisations work, according to Chartered Institute of Personnel and Development research.

The findings, from a CIPD survey of 4,500 people developers, are backed by OD consultancy Echelon, which says that L&D professionals have to “step up to the plate” to ensure the training they deliver develops specific competencies required for an organisation to succeed.

Speaking at the Training Journal Conference 2009, CIPD CEO Jackie Orme said that, in the current recession, redundancies were being undertaken on a more considered basis and spare finances were being invested into developing employees.

As a result L&D is increasingly becoming fundamental to organisational success and Orme says those designing and managing change should work hand-in-hand with those responsible for skilling the workforce.

Alistair Morrison, Echelon’s CEO, added: “L&D alone is not the answer. Instead, its integration with business planning and organisational design - to shape the structure and performance of the best practice organisation - is essential. The growing role of HR in strategic planning is a welcome sign, and L&D professionals must step up to the plate to ensure that training delivers the competencies required by the organisation and that training can be applied quickly in the context of the organisation, its customers and its market.”

He said there was a major shift in the function of HR and it was relying more on L&D skills to fulfil its emerging role as an agent of organisational change.

“HR is increasingly seen as a value-adding function and an essential component in creating the sustained capability and flexibility required for the organisation to achieve its future vision,” he said.

Echelon sponsored the management of change award at the TJ Awards 2009 held in June, which was scooped by Safestore.
